TG-iPASS Introduction :

  • The Government of Telangana (GOT) implemented the Telangana State Industrial Project Approval and Self Certification System (TG-iPASS) to expedite the processing of applications for obtaining clearances required for establishing industries.
  • This initiative was established under the Telangana State Industrial Approval and Self Certification System Act of 2014.
  • The monitoring of the TG-iPASS will be carried out by the Telangana Government.
  • TG-iPASS is a certification system designed to offer aid to industries, services, and manufacturing companies operating in Telangana.
  • It is an online system designed to efficiently handle certification processes and permissions in a timely manner.

Features of TG-iPASS :

  • Enabling Entrepreneurs with the right to obtain clearances under TG-iPASS, providing transparency regarding any delays in the clearance process, and holding accountable the officers responsible for such delays.
  • Conducting pre-scrutiny of the applications at both the state and district level aids entrepreneurs in ensuring their applications are correctly submitted and helps prevent any delays in processing by the departments.
  • All Departments are interconnected to oversee the establishment and operation of an Enterprise within the scope of TG-iPASS.
  • Approval time ranges from 1 to 30 days, depending on the complexity of the approval process.
  • Requiring competent authorities to request any necessary additional information only once, within three days of receiving the application.

Types of Certificates Approved From TG-iPASS:

  • Certification from the Pollution Control Board is required to establish an industry (limited to categories Red, Green, and Orange).
  • Approvals will be granted for the factory plan by the Factory Department.
  • The building plans will also get approvals by the Hyderabad Metropolitan Development Authority (HMDA), Directorate of Town and Country Planning (DTCP), and Kakatiya Urban Development Authority (KUDA).
  • Change of land from the Department of HMDA.
  • Conversion from the Department of Revenue for Non- Agricultural Lands Assessment (NALA).
  • The Feasibility assessment for power is being conducted by the Telangana State Southern Power Distribution Company Limited (TSSPDCL).
  • No Objection Certificate (NOC) is issued by the Gram-Panchayat.
  • Fire No Objection Certificate (NOC) from Fire Department.
  • Approval from the Department of Metropolitan Water Supply and Sewage. 

Common Application Form (CAF):

The Common Application Form (CAF) is to be utilized when seeking clearances from the appropriate state department authorities. The submission of the CAF online, accompanied by a Self-Certification certificate, requisite fees, documents as well as necessary enclosures and attachments are required. Nevertheless, the CAF can be filled out manually with the assistance of the Nodal agency. The fees for submitting the application form are to be adhered in accordance with the guidelines set by the state government.

  • A signed copy of Annexure 1.
  • Documents of the Combined site plan.
  • Documents of the building plan.
  • Certificate of Incorporation.
  • Documents related to HMDA.
  • Form B1 and Form B2 are required solely for the red category.
  • Combined Application Form (CAF).
