( RCMC ) Registration Cum Membership Certificate

Introduction

Registration-Cum-Membership Certificate (RCMC) is a membership certificate issued to an exporter, who files an application to concerned Export Promotion Council (EPC) or Commodity Board of India.
Any individual or entity applying for an RCMC has to declare their main line of business. The exporter is required to obtain RCMC from the Council which is linked to their main line of business.
Prospective / Potential exporters may also, on application, register and become an associate member of an Export Promotion Council (EPC). Manufacturer or Merchant Exporter are also eligible.

Specific Conditions

  • In case of exporters where their Export product is not covered under any Export Promotion Councils and Commodity Boards, then RCMC can be acquired from Federation of Indian Exporters Organization (FIEO).
  • In case of exporters dealing with multi products, where main line of business is yet to be settled, not registered with any EPC, the exporter has to obtain RCMC from Federation of Indian Exporters Organization (FIEO).
  • In respect of multi product exporters having their head office/ registered office in the North Eastern States, RCMC may be obtained from Shellac & Forest Products Export Promotion Council (except for the products looked after by APEDA, Spices Board and Tea Board).
  • In respect of exporters of handicrafts and handloom products from the UTs of Jammu & Kashmir and Ladakh, Director, Handicrafts, Government of Jammu & Kashmir is authorised to issue RCMC.
The validity of RCMC varies from one council to other council. Mostly issued for 5 years or 2 years or on yearly basis. After expiry of RCMC, exporter may file an application for renewal.

Registration-Cum-Membership Certificate (RCMC) is a certificate that validates an exporter dealing with products registered with an agency/ organization that are authorised by the Indian Government.
RCMC is valid from 1st April of the licensing year when it is issued and is valid for five years that ends on 31st March of the licensing year.
DGFT has launched the Common Digital Platform (e-RCMC) module as part of the IT Revamp project. The standard digital platform is single-point access for e-filing RCMC/RC for all exporters/importers and Issuing agencies.

This Common Digital Platform is designed to provide an electronic, contactless single window for the RCMC/RC-related processes, including Application for Fresh/ Amendment/ Renewal of RCMC/ RC.
Yes, exporter can amend details related to change in principle place of business or change of factory address or branch address and any key details through amendment of RCMC option.
No. One can apply for RCMC renewal after expiry. There is no need to obtain new RCMC. Renewal of the RCMC can be available for only expired certificates.

RCMC is needed for exporters in order to avail benefits under the policy. 

RCMC certificate will be issued inside 30 days maximum.

You can check your RCMC status through DGFT portal with Login details.

Without RCMC, you may not eligible for government benefits or confront troubles in trading your goods.
